....... Yeah no, that sounds like an even worse idea than using convicts. Convicts would probably be slightly more manageable.
Hostile tribals sounds like a recipe for guards getting their necks broken by the captive's shackles... or whatever tool they're given and fuck the consequences there's more workers than guards on the job.

Freshly captured Tribals tend to have that sorta unity of purpose you don't usually get in your general prison assortment of convicts.
