You know Tom looks like Charlie in the two frames.

I noticed but there's two reasons. Tom is just a generic side character and Charlie is lacking a lot of his usual details, so he looks more generic than usual

Charlie is a lot older than Rick and he has a goatee so being aged down is a big change.
