I'm not sure what that's called in english, but in finnish it's called "soppatykki"= soupcannon

I don't really know what FEMA is. The only time I've heard the name is in Deus Ex: Human Revolution

They run refugee camps for US citizens but treatment differs between who they are sent to help

FEMA = Federal Emergency Management Agency

Basically, they respond to natural disasters in the USA and try to provide basic food, water, medical attention and shelter for the victims and first responders. They also do things like analyze and warn of major health threats, such as pandemic level flu viruses.
