Come to think of it, this police force seems more like an evil private business than part of a government. Kinda like Ultor from Red Faction.

Not saying all private business are evil of course, or that this world's government wouldn't be fascist, though for that seeing some laws would help. This is just a feeling I got from what I've seen in real life and of course, video games.
