And that computer doesn't have to be hooked up to a WAN to be useful. Maybe it's specifically designed for one piece of equipment and has an activation code.

Based on the design, I'm thinking it's a satellite phone. Question is...is the particular satellite it might be connected to still working. That whole case system looks like a portable nuclear launch system.
